The Breen Warship is basically a Klingon battlecruiser with greater maneuverability. I've put DHC's, dual beams, beam arrays, turrets and torps on them and it works pretty well. The forward weapons are a DHC, a torp, a dual bank and a beam array. The rear weapons are a pair of turrets, a torp and a beam array. I prefer this ship on my Feds because aside from the Avenger and the Refitted Galaxy cruiser this is the only ship that can have dual cannons. Also it doesn't cost Zen whereas the Avenger does so that's always a plus.
Though in testing I noticed I had more difficulty keeping my shields and hull up than in other cruisers of it's tier (mostly referring to T5 and not T5-U). Perhaps it's my build or the over abundance of tac boff slots that's the cause of this.

Well if you look at the STO wiki it is classified as an escort rather than a cruiser, and so with the extra rear weapon slot and the boff and console slots it could be perhaps that it is just an oversized escort.
That is what I interpreted from all of that when I read about the Breen Chel Grett Warship. Heck if I was on earlier and my comp was better I would have gotten the bloody ship for Vor'leth because it is a nice ship.
I have not looked at the stats recently but perhaps you should compare the shields and hull to other cruisers.
But that is my two cents worth on that.

Just checked the hull and and shield strength in comparison to the T5 Galaxy-class cruiser and the Avenger BC. The warship has 4k fewer hull point at level 40 than the galaxy and only 1,500 less than the Avenger. Shield strength is comparable to both the Galaxy's and the Avenger's. Another difference is the Avenger has 5 forward weapon slots and 3 in the rear whereas the warship is balanced.
